Do I need a soil test to dump dirt in Orange County?

The county process
Five steps before a county gate takes your dirt.
This is the published process for soil disposal at an Orange County landfill, in the order you run into it.

Check whether your load is over the threshold
The soil disposal process applies to loads over 5 cubic yards or 8 tons. A pool dig, a pad cut, or a trench spoil pile clears that in one truck.

Mail in an application with an original signature
The application is mailed, and it has to carry an original wet signature. A scan or a photocopy of the signed form does not start the process.

Have the soil tested by an ELAP-certified lab
Testing has to come from a laboratory certified under California's Environmental Laboratory Accreditation Program. You are hiring the lab, scheduling the sampling, and waiting on results.

Wait for the Soil Acceptance Letter
Once lab results are approved, the county issues a Soil Acceptance Letter within three working days. The clock on those three days starts at approval, not at the day you mailed the form.

Bring the original letter to the gate
The original letter has to be presented at the landfill. Photocopies are rejected, so whoever hauls the load is the one carrying the original paperwork.

The county sites are on the edges
Orange County runs its disposal sites at the outer corners of the county, in Brea, Irvine, and San Juan Capistrano. If your job is in the middle of the county, the paperwork is not the only cost. It is a loaded truck and a driver going out to the county line and back for every load.
The Irvine site, Frank R. Bowerman, is listed by the county as commercial only with no public disposal, so a homeowner or a small crew cannot simply drive in with a load. Prima Deshecha in San Juan Capistrano accepts soil under the county soil disposal process described on the county page.
We are in the middle of it
OC Dirt Dump sits in the heart of Orange County, less than half a mile off the SR-22 at 11611 Westminster Ave in Garden Grove, CA 92843. It is a private yard, open to the public, and it takes clean dirt and mixed loads without a lab report.
Gate hours are Monday to Friday, 6am to 6pm. Extended hours, weekends, and overnight available by request. Call ahead.
